BIIAB National Certificate for Designated Premises Supervisors


What is the BIIAB Level 2 National Certificate for Designated Premises Supervisors?
This qualification was developed in conjunction with local government, the police and the licensed retail industry, to support the new post of Designated Premises Supervisor created by the Licensing Act 2003.
What does the qualification cover?
The BIIAB National Certificate for Designated Premises Supervisors covers the following topics:

  • The roles and responsibilities of the Designated Premises Supervisor
  • The Licensable Activities carried out in licensed premises
  • The requirements of legislation and best practice to support the four licensing objectives
  • How to conduct a risk assessment, and how it is used to underpin the operating schedule
  • The relationship between the operating schedule and management controls

The qualification is also supported by a CDROM, the 'BIIAB Licensed Premises Operations Review Tool'. The CDROM enables the user to assess existing policies in a licensed premise, suggests ways in which such policies can support the four licensing objectives, and produces a record of these policies which may be saved and printed.

In addition, as part of the practical focus of this qualification, the handbook contains examples of floor plans and scenarios for three different types of licensed premises ( a nightclub, a shop and a public house ). These can then be used by candidates to help with the basic risk assessment for their premises, and to generate ideas for policies to reduce these risks to an acceptable level.

Who should attend this qualification?
This is a nationally recognised qualification for both existing Designated Premises Supervisors, and those who may be required to take up this post in the future, working in any type of licensed premises including:

  • pubs and bars
  • sports and social clubs
  • hotels and restaurants
  • off-licences, supermarkets and convenience stores
  • nightclubs and entertainment establishments
  • any other venue where alcohol is sold

How is it assessed?
By a short multiple-choice examination.
How long is the course leading to the examination?
The course comprises one day of training with the examination being sat at the end of the day.
Candidates should have achieved the BIIAB National Certificate for Personal Licence Holders, or possess equivalent knowledge prior to taking this qualification.
